History of
Emergency Management
The Rooks County Emergency Management Agency
has its roots in the Civil Defense programs developed in the
United States during the 1950's to provide for citizen
safety during nuclear attack. Through many changes in
administration, consolidations, revisions, and legislative
actions, the program now places major emphasis upon citizen
safety during natural disasters and chemical emergencies.
For many years, Neil Fischer, Plainville,
served as the Civil Defense Director. Sheriff Frank
Skovold then served as coordinator for emergency
preparedness during his tenure as Rooks County Sheriff
during the 1980's. In 1989, the Rooks County Board of
Commissioners established the Rooks County Emergency
Preparedness Office and hired Mr. Mike Werth as full-time
coordinator, with office space on the third floor of the
courthouse. In 1993, Werth accepted a similar position
in Ellis County, and Mr. Denzil McNeal assumed the duties of
emergency preparedness coordinator. Later that year,
the agency was renamed the Rooks County Emergency Management
Agency.
In 1996, the office was relocated to the
first floor of the courthouse to the area formerly occupied
by the Public Health Nurse and continues to operate from
that office area today. The office continues to
develop and maintain emergency planning for Rooks County and
each of the cities therein, providing disaster information
services to county residents and serving as the coordinating
agency between local, state and federal government resources
and assistance.
In July, 2001, the Agency was merged with
the Rooks County Sheriff's Department, but returned to a
part-time coordinator position in July, 2004 with Denzil
McNeal filling the position.
