Policy for City of Stockton Waiver of Tap Fees
To promote new residential construction and growth, the following policy is adopted by the City of Stockton, Kansas. This policy is effective for all building permits for new residential housing issued from April 4, 2007 through December 31, 2009. This policy does not include the currently planned CHDO houses which have already received pledged incentives from the City of Stockton.
Upon recommendation of the City Manager, the governing body by Resolution may waive up to 80% of the tap fees for water and sewer connections. The City establishes the following requirements for waiver:
Only new residential housing within the city limits of Stockton qualifies for the waiver of tap fees. The housing may be single-family or duplex. It must be new construction and on a full foundation, whether site built or modular. No waiver will be granted for single wide mobile homes.
The water and sewer lines must be connected to the residence. No waiver will be granted to a property that does not have water and sewer lines to it at the time the building permit is issued.
The Water & Sewer Department must verify that the utility lines are to the property and are in usable condition.
The owner, builder or developer must purchase a building permit and have his plans and permit approved by the Stockton Planning Commission before a waiver of tap fees can be granted.
The owner, builder or developer must agree to begin construction within 60 days of the building permit issue and to have the residential housing completed within 12 months of the date of the building permit issue.
